There is no European grant that awards €5-30M to a single company. Anyone who suggests otherwise is selling you something. The realistic route is two to four instruments stacked, grant plus equity plus debt, in an order that has to be planned before the first application is written.

A Scale Report is allowed to conclude “not now”. When it does, it says so, with the route that does make sense instead. Everything is written, so it is forwardable to your board and verifiable against the sources we cite.
Award decisions rest solely with the funding bodies. We never guarantee outcomes, and neither should anyone else: be wary of any adviser who guarantees you funding.

Which route you need follows from what the report finds. If your realistic path runs through the grant system, you do not pay for an equity and debt architecture you will not use. If it does not, a grant-only plan would leave out the part that decides your round.
Blueprint Grant

The subsidy route worked out in full, with one fallback inside the grant domain. Instrument selection and sequencing, the evaluation criteria mapped one-to-one onto your company, a gap analysis with an owner and a lead time per item, the document checklist, the application architecture, the regulatory master plan, submission strategy and a verification log.

Blueprint Stack

Everything in Blueprint Grant, plus the rest of the capital stack: equity, debt and the national layer. Adds an investor-readiness and pre-commitment plan for the STEP gatekeeper condition, the debt component and the order the tranches have to be stacked in, advice on selecting your writing partner, and a handover dossier.

Success fee, on the grant component only
Due only if a grant is actually awarded, and calculated solely over the awarded grant. Equity, debt and any other capital in your stack are excluded. The Blueprint price you have already paid is deducted from it in full, so the fee is never a second bill for the same work. If nothing is awarded, nothing is due.
The order is the whole job.
A grant applied for in the wrong quarter, or an equity gate opened before the pre-commitment exists, costs a cycle you cannot get back.

EIC Accelerator, and the three-strikes rule
A grant of up to €2.5 million plus an optional equity component, awarded in fixed submission batches. Three failed attempts exclude a company from further Horizon Europe applications, so the first submission is not a trial run. Parallel submission across Accelerator and STEP is not permitted.
EIC STEP Scale Up, and the gate most companies miss
Equity tickets of €10-30 million, gated by a pre-commitment from a qualified investor. That condition decides the file before anything else does, and it is the reason a STEP ambition often has to start with investor work rather than with writing.
