I3FLOAT 1st Open Call · ~15 minutes

Check your fit for the I3FLOAT floating wind call.

Up to €60,000 per SME as a lump sum, with no own contribution, for solutions in floating offshore wind. Deadline 10 November 2026, 17:00 CET, through the GoodGrants platform. Every question below maps to an eligibility rule or a section of the official application form, and each field tells you which one, so nothing you write here is wasted. We come back within 2 working days with a written eligibility and fit assessment.

Fill this in in your own language. The application must be written entirely in English; we write it, so you only need to be able to read it. Answer the eligibility questions first: if one of them rules the call out, the form tells you on the spot.

Eligibility: the knock-out rules

In the application: Eligibility criteria, toolkit section 4 + Annex 4 · eligibility knock-out

The list is Annex 4 of the toolkit. Pest county (Pest megye) is listed as a Less Developed Region; Budapest is not on the list. Mainland Netherlands and Germany are not on it either; Aruba, Bonaire, Curaçao, Saba and Sint Eustatius are. A Less Developed Region also earns the application 5 bonus points.

The toolkit accepts your headquarters or an affiliated entity in a consortium region, or being established in a Less Developed, outermost or overseas region.

In the application: Eligibility criteria, toolkit section 4 (cluster route) · eligibility knock-out

This is the alternative route for companies outside the listed regions. Membership had to exist by June 2026: the FAQ confirms that joining in September 2026 does not count.

In the application: Eligibility criteria, toolkit section 4 (SME self-assessment) · eligibility knock-out

Fewer than 250 employees and a turnover of at most €50M or a balance sheet of at most €43M, counting partner and linked enterprises. The application needs the EC SME self-assessment.

In the application: Eligibility criteria, toolkit section 4 + 7.3.1 (financial capacity self-assessment) · eligibility knock-out

"Yes" means none of these applies: bankrupt or being wound up, affairs administered by a court, an arrangement with creditors, suspended business activities, or proceedings about any of these; your taxes and social security contributions are paid; and your company has no conflict of interest in connection with the grant. The application needs a financial capacity self-assessment.

In the application: Financial capacity, toolkit section 7.3.1 (documents after selection)

After selection you can be asked for the profit and loss account and balance sheet of the last two closed years. Without a financial history, a business plan for the current year may be required.

In the application: Eligibility criteria, toolkit section 4 · eligibility knock-out

The consortium partners include the clusters, floating foundation developers and suppliers listed as evaluators in section 6.1 of the toolkit: BASQUENERGY, BIG, CLANER, Cluster Marítimo de Canarias, De Blauwe Cluster, Maritime Cluster Bulgaria, Pôle Mer Méditerranée, Wind Industry Hub, EnerOcean, Eolink, Multi Engineering, Saitec, 24Sea, Aventa, CoreMarine, EonSea, France Energies Marines, Geodis, Ghenova, Haedes, IngZero, Océanides and Tetrace. Advisory Board members are not consortium partners.

In the application: Eligibility criteria, toolkit sections 4 and 5 · eligibility knock-out

Only one application per SME is accepted. If an SME appears in more than one proposal, alone or in a pair, only the last one submitted is admissible.

Which challenge

In the application: Eligibility criteria, toolkit section 4 + Annex 1 / Annex 2 · eligibility knock-out

The selection differs. For a Specific Challenge there is a ranking per challenge and only the highest-scoring proposal is funded; the challenge owner is one of the three evaluators. The Open Challenges share one ranking list, funded in order until the budget is spent, up to 10 projects. Not sure? Pick that, and we will propose the challenge.

In the application: Eligibility criteria, toolkit section 4 · eligibility knock-out

The toolkit: "If an application addresses more than one challenges, it will be declared not eligible."

In the application: Scope of the Open Call, toolkit section 3 · scope condition

The call funds innovations in the field of floating offshore wind. A solution from bottom-fixed wind can fit if the project adapts it to floating.

In the application: Scope of the Open Call, toolkit section 3 (TRL 6-8) · scope condition

The toolkit expects a current TRL of 6 to 8 for funded projects. Some challenge owners add their own expectation in their fact sheet.

For example test reports, a pilot, a demonstrator, certification steps or deployments.

Project set-up

In the application: Scope, toolkit section 3 (max. two SMEs) + bonus points: Cross-regional collaboration +5, Regional development (LDR) +5

Two SMEs from two different eligible regions can apply together for up to €120,000, €60,000 each, and earn 5 bonus points. Two SMEs from the same region earn no bonus. An application has at most two SMEs.

In the application: Payment terms, toolkit section 7.2 (maximum 12 months) · scope condition

Funded projects last at most 12 months. Payment: 30% after signature, 30% halfway, 40% after the final report.

In the application: Eligible costs, toolkit section 7.1 (no double funding) · scope condition

The toolkit: "The selected project should not be subject to double funding."
