Up to €60,000 per beneficiary as a lump sum, funded at 100%, for a six-month defence simulation experiment. Deadline 16 November 2026, 17:00 CET. Every question below comes from the official call documents: the proposal template, the Declaration of Honour and Ownership Control, or the Guide for Applicants. Each one says where your answer ends up, so nothing you fill in is wasted. Your organisation

In the application: Identification table, "Leading organisation"; Declaration of Honour, "Full official name of the organisation". No character limit.

All applicants must be legally established in an EU 27 Member State, Norway or Ukraine. The United Kingdom, Switzerland and Iceland are not on the list.

In the application: Declaration of Honour, "Legal registration number".

Lets us check the public register for ownership and SME status.

In the application: Identification table, "Type of entity". Knock-out for natural persons (Guide §3.1).

At least one SME or start-up must be in every experiment. Natural persons are not eligible. A university or RTO can only join as a justified partner.

In the application: Declaration of Honour, "Please declare if you are: an SME / Other". There is no separate SME form.

Medium: fewer than 250 employees and turnover up to €50 million or balance sheet up to €43 million. Small: fewer than 50 employees and turnover or balance sheet up to €10 million. Micro: fewer than 10 employees and turnover or balance sheet up to €2 million. Partner enterprises (25-50% holdings, either way) and linked enterprises (more than 50%) count towards the ceilings. You self-assess; the call may ask for proof.

Ownership and control

In the application: Declaration of Honour, "Ownership structure and specific rights" table (owner, country of establishment or nationality, country of taxation).

List each owner with their country of establishment (or nationality and residence, for a person) and country of taxation, and any holding of 25% or more that another enterprise has in you or you have in another enterprise.

Being established in the EU is not enough: a company controlled from any other country is excluded (Article 9 of the European Defence Fund Regulation). This includes an EU subsidiary of a non-EU parent. The Declaration of Honour also asks you to confirm that no shareholders from ineligible countries together exercise control, and that no financial or commercial links confer control.

You confirm this in the Declaration of Honour, for the entire duration of the experiment.

In the application: Identification table, "Partner I / Partner II (if applicable)"; Guide §3.2, CASE 1 or CASE 2.

At most three entities in total, at least one of them an SME or start-up. Each partner can receive up to €60,000 and signs its own Declaration of Honour.

The experiment

In the application: Identification table, "Technical topic", and "topics" in the EMS General Details.

The topic titles are copied from the Guide for Applicants (one obvious typo in the Topic 3 title corrected). Applications on other topics are not eligible.

In the application: Section 1.1 "Experiment Overview" (Technical Excellence, max 3 pages) and the EMS summary of around 300 words.

The challenge, your solution, the key technologies and what you expect to show. Around 300 words is enough.

In the application: Section 1.5 "Technological Maturity": starting TRL versus final TRL.

There is no minimum starting TRL. The proposal must state the starting TRL and the final TRL.

In the application: Section 1.2 "Objectives" (SMART) and section 3.1 "Work plan"; deliverable D2 in month 4.

Each topic expects the experiment to reach at least TRL 5 by its end. A live or recorded demonstration is due in month 4.

In the application: Section 2.2 "Relevance for the European Defence Sector" (Impact, max 5 pages; Impact must score at least 4 out of 5).

You do not need a defence track record. The call explicitly welcomes companies active in civilian markets that want to move into defence.

Delivery and money

In the application: Section 3.3 "Personnel and Resource Management" (Implementation, max 7 pages).

In the application: Section 3.6 "Budget of the experiment"; eligible costs are defined in Guide §4, where subcontracting is not eligible.

Subcontracting costs (outsourcing project activities) are not eligible. Work done by a consortium partner is not subcontracting.

In the application: Declaration of Honour: "have stable and sufficient sources of funding to maintain the activities throughout the action".

Payment: 30% after the Sub-Grant Agreement is signed, 70% after the experiment is completed and all deliverables and reports are approved. There is no own contribution: the call funds 100% of eligible costs.

Up to €60,000 per beneficiary, as a lump sum. The budget must include the in-person sessions in Paris and Athens.

A Learning Expedition in Paris (month 2) and a Final Evaluation and Hackathon in Athens (month 6) are mandatory for selected experiments.

In the application: Declaration of Honour, "Involvement in other EDF or EU-funded projects" and "other EU grant for this action"; conflict-of-interest line in the compliance self-assessment.

Applying to more than one topic is allowed, but only one experiment per consortium is selected, and the same organisation cannot be in two winning proposals. The same work cannot be funded twice with EU money.

In the application: Section 3.5 "Ethics, Security and Data Protection".

The proposal itself must not contain classified information. If the work would need access to it, the proposal has to say so and justify it.

Who signs

In the application: Declaration of Honour, "Signature of the authorised person" and "Position of the signatory". One per organisation.

The Declaration of Honour is signed by the authorised representative of each organisation. That person should read our assessment.
